How does a country go about attracting foreign investment? Conventional wisdom suggests it is the normal things that matter: an opne and relatively strong economy, liberal labour laws, a transparent business environment and low – or lowish – business taxes. But in the battle for foreign direct investment (FDI), less obvious environmental factors count, and countries or cities ignore them are losing out.
